Origin Story
At that time, there was a bhikkhunī who obstructed the sangha from distributing robes. The other bhikkhunīs were waiting, and were prevented from sitting in meditation and practising the path. The senior bhikkhunīs criticized her: “Why does a bhikkhunī obstruct the sangha from distributing robes?” They criticized her in all kinds of ways, … “I now lay down a precept for the bhikkhunīs, as explained above. From now on, this precept should be recited thus:
Final Ruling
‘If a bhikkhunī obstructs the sangha from distributing robes, it’s a pācittiya.’”
Explanations
For a sikkhamānā and a sāmaṇerī, it’s a dukkaṭa.
If she’s sick and not able to go, or if she hasn’t heard about it, the offense isn’t committed.
