Origin Story

At that time, the bhikkhunī sangha gave the full ordination by themselves. (The students) were ignorant and without knowledge, and unable to train in the precepts. When the senior bhikkhunīs heard it, they criticized them in all kinds of ways, … “I now lay down a precept for the bhikkhunīs, as explained above. From now on, this precept should be recited thus:

Final Ruling

‘If a bhikkhunī gives the full ordination in one sangha only, it’s a pācittiya.’”

Explanations

If she thinks about it, up to when the formal act with a motion as fourth isn’t finished yet, it’s a dukkaṭa. When it’s finished, it’s a pācittiya for the preceptor. For the other teachers and the sangha, it’s a dukkaṭa.
