Bhikkhunī Vibhaṅga

Confession 119

The 119th training precept: Giving the full ordination to someone who hasn’t completed the training in the rules yet.

Origin Story

Location as before. Thullanandā bhikkhunī gave the going forth to a woman. When the two-year training in the six rules and the six supplementary rules wasn’t completed yet, she gave her the full ordination. That (woman) then said: “Noble one, I’ve not completed the sikkhamānā training yet.” Thullā bhikkhunī said: “Just receive the full ordination. Then the sikkhamānā time is completed by itself.” Then she just gave her the full ordination. The bhikkhunīs told the bhikkhus, and the bhikkhus told the Buddha. The Buddha asked and criticized, as explained in detail, down to: “I’ll lay down another training precept. You should recite it like this:

Final Ruling

‘If a bhikkhunī knows that a woman hasn’t completed the two-year training in the six rules and the six supplementary rules yet, and gives her the full ordination, it’s a pācittiya.’”

Explanations

“A bhikkhunī” means Thullanandā, or any other bhikkhunī.

“Not completed two years yet” means the training in the six rules and the six supplementary rules isn’t finished yet.

“Giving the full ordination” means carrying out the procedure of a formal act with a motion as forth.

The explanations of the rule factors etc. are as explained in detail before.
