Bhikkhunī Vibhaṅga
Confession 120
The 120th training precept: Knowing that the training in the rules has been completed, but not giving the full ordination.
Origin Story
Location as before. Then Thullanandā bhikkhunī gave the going forth to a woman, and gave her the two-year training in the six rules and the six supplementary rules. When it was completed, (the woman) said: “Noble one, please give me the full ordination.” (Thullanandā) replied to that nun: “You should still keep training. It’ll be very profitable for you. You’ll then receive the full ordination.” That nun stood there silently. At a later time, many bhikkhunīs said: “You’ve already completed the training in the rules. Why didn’t you receive the full ordination?” She replied: “I’ve already asked the noble Thullanandā. She replied: ‘You should still keep training. It’ll be profitable for you. You’ll then receive the full ordination.’” The bhikkhunīs told the bhikkhus, and the bhikkhus told the Buddha. The Buddha asked and criticized, as explained in detail, down to: “I’ll lay down another training precept. You should recite it like this:
Final Ruling
‘If a bhikkhunī knows that a woman has completed the two-year training in the six rules and the six supplementary rules, and doesn’t give her the full ordination, it’s a pācittiya.’”
Explanations
“A bhikkhunī” means Thullanandā, or any other bhikkhunī.
“Knowing that a woman has trained for two years” means having completed the training in the rules, and not giving her the full ordination.

Not released, ‘Give me a robe’,
Relinquishing, accepting every year,
Consent, half-month, without monks,
Rains retreat, invitation ceremony, scolding.
